Congratulations! You came across the worst compact fluorescent (CF) light bulb. If you buy it, this will probably be your last purchase of CF light bulbs, because you will want to go back to good old incandescent bulbs. I think GE makes them in order to undermine transition to energy efficient lighting and boost sales of their incandescent bulbs.
1. NOT Dimmable.
Description is highly misleading. It says that this bulb is in fact dimmable, which is wrong because it works with dimmable switches but brightness of the bulb does not really change that much. It dims a little but not enough to make any difference. Dimmable range of this bulb is much smaller than for any incandescent light bulb, so GE, please don't call it dimmable.
2. Failed after two month.
One bulb out of three installed, died after two month of light use. I have about 30 compact fluorescent light bulbs in my house (only three of them made by GE) and not a single one failed yet. I will never buy GE compact fluorescent light bulb ever again, they are not as reliable as other brands. Description on the box says that it lasts four years! This is true only if you keep it in a box and never use it, but once you install, it only lasts two month.
3. Very looong warm-up time. This bulb takes about 2-3 minutes to reach the full brightness. Similar light bulb from Philips warms up in less than 10 seconds.

Out of 6 GE CFL bulbs only 3 are still working. I understand that my sample size is too small to make any statistically significant conclusions but 50% failure rate in less than 2 years, for light bulb that is "Guaranteed to last 4 years" is a bit too much. It says on the box that if bulb lasts less than 4 years GE will replace it for free. I will try to get a replacement from GE.
