I also found, as someone else said, that these were cheap cardboard covered devices, and they wouldn't screw far enough into the light bulb socket to make any electrical connection.
I thought about it, and as the one other person who did a review, had said that he felt that what prevented them from working, was that the cardboard came down too far on the sides, and that cardboard then would not allow the socket to screw in far enough,I got out a serrated knife and very carefully cut off a very thing strip of the cardboard all the way around on each of them.
I tried them again, and was then able to screw them in far enough to make the connection so they then worked.
I put tape around them and the sockets that I had screwed them into, as I intended for it to be a permanent change, and that way they outside of then had a plastic coating, rather than cardboard.
I was really glad that I was able to get them to work, but, honestly, they ought to be manufactured well enough so that they work without customers having to "repair" them, in order to get them to work right.
