I just moved to a workspace where the temperature is much too warm for my comfort. My desk is quite small so after reviewing the options I purchased the Lasko 4000. The low speed is more than sufficient to keep me cool and I love that it oscillates without making any additional noise. My traditional fans always seem to rattle and vibrate. That said, the fan is not completely silent but it certainly is not extremely loud either. I don't agree with the complaints about it being too noisy. Right now I have it on the low setting and I can still perfectly hear my radio which is turned down quite low, the people around me talking on their phones and even the person in the next cube chewing her ice. The high speed is noisier, but still, not so much that one can't talk on the phone or hold a conversation with it on.
I'm going to purchase a second one for my bedroom. The footprint is small enough that I will be able to place the fan on my night stand without interfering with the other items there. Either speed isn't so noisy that it will prevent sleeping.

The Lasko 4000 isn't a powerhouse of a fan, but its space saving design and reasonable price make for a good value nonetheless. On high, the fan has an effective range of about 3-4 feet. Thus, it's significantly weaker than other similarly priced desk fans. Don't buy this if you're looking for raw power.
However, the Lasko 4000 shines in other areas. It has a tiny 3"x4" footprint, making it easy to find a home on even the most crowded desk. Likewise, the air stream is quite focused, so you won't have to pin down every loose paper on your desk every time you turn it on. It's very quiet on low or high. And oscillation is a feature you won't find on many fans with a footprint this small.
In general, the Lasko 4000 won't cool down an entire room, but it's an ideal desk/cubicle fan for home or office. I've been fairly pleased with it thus far, and the Lasko brand-name means it will probably have a long lifespan.
Customer Review: Not a Fan of Lasko (excuse the pun) Summary: 2 Stars
I wish I could say that I had the experience of the majority of reviewers when it comes to the Lasko 4000. Unfortunately, I am definitely the exception here. It worked fine at first, but after around 6 months, it started becoming increasingly noisy. Given that I had this in the bedroom, it didn't make for a comfortable night's sleep. In about the 8th month, I had picked it up while cleaning and later found that when I turned it on, the noise level had escalated and it didn't seem to work properly. Once again being the exception to other reviewers, I actually had a much better experience with the Brookstone MiniMax fan. It's still going strong and unlike the Lasko fan, you can set 1,2 and 3 hour intervals before auto shut-off. Even without that feature, I would have been happy with Lasko if it hadn't burned out on me.

Pros:
+ Love its compactness.
+ Very light. Easy to move from room to room.
+ Generally more quiet operation than most fans.

+ Only around 23 watts
Cons:
- If you need more wind power, look somewhere else.
- Oscillating range is pretty limited. Maybe just around 10-25 degrees.

POSITIVES
Love the color, relatively compact size, and fan speeds. Low is great for desktop or personal fan as long as it's not blowing right on papers. Oscillation makes a good sweep too.
CONS
Too tall if you need this to fit under an overhead bin in an office cubicle. The machine also has a moderately-high pitched whir/whine that is louder than the sound of the air blowing. I returned the first one and the second one was quieter the first time I plugged it in, then just as noisy as the first one. I could hear the whir/whine from another room even on low speed. If your office is not super-quiet or you are not using this as white noise it's still a great choice. Otherwise I'd keep looking.
