There are a lot of helpful reviews for this heater here, but I thought I'd add mine in order to share the particular way I use this heater which makes it work ideally for my specific usage. I bought one of these heaters two years ago and used it a bit during the winter of 2008-2009 and thought it was nice but didn't really keep me warm enough sitting at my desk. The low setting wasn't warm enough and the high setting was too hot where it hit me, but I was still cold on my other side. So I bought a second one about a year ago and used both for the rest of the winter of 2009-2010, and all of this winter and my system works great when I'm working at my desk in my refrigerator-cold office.
First, I have mounted both heaters on one-foot high stools -- on the floor was too low. Then I put one heater on each side of me, and use both on the low setting only. I never use the high setting. This gives a total of 800 watts (400 each, on low), which is still much less than the typical 1500 watt electric heater. This arrangement keeps me toasty warm even on the coldest days. Of course you know that this is not a room heater -- it just keeps you warm when aimed right at you. I use them when working on my computer at my desk (like right now), a few hours a day. The 800 watts of electricity is MUCH cheaper than heating the room with propane, which has become very expensive.
I think there are advantages to using the low setting. Besides the obvious economy relative to the high setting, the brightness of the light emitted is much less and does not interfere with viewing the computer screen at all. Also, I'm hoping that by not using the high setting, the bulbs are likely to last much longer before burning out. The high setting is very intense and is probably pushing the bulb to its maximum capacity. I might be wrong, but I am thinking that I might get a much longer service life using the low setting only. Two heaters (at 400 watts each on low) consume the same amount of electricity as one heater on the high (800 watt) setting, but the two-heater arrangement is much more flexible and comfortable.
The only downside to my setup is that I had to buy two heaters, but I think it's been well worth it. I notice that, unfortunately, the price has increased considerably. It was only forty-two dollars when I bought my second one less than a year ago, and it's nearly fifty-five now. (I checked again a few hours later and the price is back nown to forty-two dollars. Good!)
Altogether, I'm very satisfied with both the comfort and economy I am able to get using this heater as described above.
Note: Another reviewer states that the unit tilts upward, but cannot be pointed straight forward nor tilted down. This is not accurate. It does point straight forward, or tilt upward. It is true that it will not tilt downward.
